Just 5 years ago, south of the last tunnel in San Francisco, there were only a few spots where the right-of-way couldn't easily be expanded to three or four tracks.

Some parking lots along the track in San Bruno, the narrow city streets along the track in downtown San Mateo, and some more parking in near the Redwood City station were the only intrusions onto the pristine ROW.

Fast forward to the present, and we find that the ROW has been degraded in quite a few places, and degraded in a way that makes expansion for a third, let alone a fourth, track a difficult proposition.

The first major intrusion on the ROW comes at BART's Millbrae station. Where Caltrain once had a very generous 100+ ROW, the construction of the BART-Caltrain station in Millbrae leaves Caltrain with only two tracks, while BART gets three.
